Betta sick?

My brother's betta "Gilligan", a beautiful half-moon, isn't acting like himself.
He lives in a 1 gallon bowl, gets a 100% water change per week and is fed 1 bloodworm per day.
The room temp is 72 - 74 degrees.
He's had him for about 2 months.

He used to be very active and interested in his surroundings.
But for the past week and 1/2 all he seems to do is sleep. He buries his head in the glass stones or just lays at the bottom of his bowl.
His appetite hasn't changed.

Gilligan's living conditions are very similar to my own 2 bettas, which are doing fine. The only difference I can think of is that my brother keeps a somewhat bright green night light next to be bowl and has a little fountain that displays lights during the night as well.

Can anyone tell me why Gilligan is so sluggish?

You've mentioned lights that are on 24/7. Fish need a light cycle just like us (usually 12h of light and 12h of dark for a good guideline). Perhaps if you advised your brother to shut off the lights at night, Gilligan would be back to his old self.
