With two heaters they can be set at slightly different temperatures. That can be good and bad depending on what you want to accomplish. If I already had the heaters I would stick with them. I would try to get them both set about the same temperature. The one advantage to laying them horizontal is that they stay submerged with water changes. If they are exposed in a water change then you need to unplug them so they are off when exposed to air. The hard part generally is remembering to plug them back in so they heat later.
