Are they internal yellow blobs?
I'm no expert. The guy who sells me my fish and supplies tells me these are bacterial infections, resulting from a non-ideal environment. In my case, these were probably caused by changing too much water at one time, causing pH shock. Apparently, neon tetras are very sensitive to sudden changes in pH. If you think it's pH shock, don't change more than a third of your water within 24 hours, and make sure you buffer your water to a constant pH. I'm told that neon tetras can adjust to reasonable pH -- I just keep mine at 7.0, but sudden pH changes really hurt them.
Of course, it might be other forms of stress. Nitrates too often too high is one obvious possibility.
