IMO, you have too many fish for the size of your tank and for what you have for biological filtration, especially in such a new set up. Some of these fish can be extremely territorial. (angel and damsel)
This would in my experience, cause the hair algae, ( although algae stages are a part of getting to when the tank is fully mature) and because of the lack of sufficient territory for each fish, the stress can cause ich so it's possible you have it.
I guess I would at this point take the damsel if it is one with white spots, and do a fresh water dip (same temp and pH as show tank) solely to see if some of the parasites visibly drop off in the container you use.
If it is parasites, then you have to remove all the fish and treat them in a hospital tank, leaving the show tank fishless for 6 to 8 weeks.
