Welcome to FTF Chris30ort!
Alright, first things first. We are going to need some more specific information about your tanks water parameters. What exactly is a 'good' PH reading anyway? No level of ammonia is acceptable, this parameter should always read 0 in a properly cycled aquarium. Try to get the actual numbers for your water parameters (Ammonia, NitrAte and NitrIte, PH, GH, KH) and post them here.
Ich generally looks like small white dots sprinkled all over your fish. Kind of like they've been coated in sugar or salt. What you are discribing sounds more like some sort of fungus and fin rot, which I believe is a bacterial disease. It's certainly possible it came in on the feeder fish or it could be a result of poor water quality. You might need to do more frequent, larger water changes, but we won't really no for sure until the test results are in.

Re: large tank oscar prob
Do you have nitrIte as well? Sounds like your tank isn't fully cycled or maybe the tank is being over fed. Anyways, you'll want that ammonia and nitrIte levels (if any) to dissappear entirely. You'll always have nitrAtes but as long as they stay reasonably low (20 or so) things should be alright. The white stuff you are discribing sounds like some sort of fungus or something to me. I've tried finding the pics you mentioned but was unable to locate them for some reason. I would probably try to find some sort of anti-fungus type meds like Pimafix or Rid-Fungus and see if that helps. The water changes are a good idea so I'd keep doing those frequently. Really clean water should only help the Oscar recover.

Re: large tank oscar prob
ok so now im seeming something ive seen before ,tiny little specs moving around on the glass ,some kind of parastites and lots of them they seem to move pretty fast for size ,and a few of them are turning into little white stringy worms crawling on the glass ,what are theses, and could these parasites have caused the infection in the tank?

Re: large tank oscar prob
Some kind of Nematode maybe? Something thats usually a sign that there is a lot of organic waste within the water. You'd probably have a high reading of nitrates then though.. Do you vacuum the gravel frequently? I could be wrong, just taking a guess... could be some sort of insect larva or something maybe?
