Those are strange numbers for a cycled tank
CO2
My 10 lb. CO2 tank contains (10 pounds) of CO2 at 800 - 900 pounds "per square inch" pressure. I sleep better knowing I do not have a bargain basement regulator on top of that baby. $90 - $125 is a good price for a good regulator. The regulator steps down the pressure to 25 pounds per square inch of usable pressure for injection into the tank.
I pay about $50 (one time charge) for my tanks, which I take back to my local industrial gas company and exchange for a full one when empty. I pay about $15 for a refill + tax +hazardous material fees + new connection washer...about $22 to fill the tank. I blow thru it in about 3 months.
Therefore I have no brand to recommend as my system is put together from components I judged to be reliable. I will tell you my regulator is Azoo and I have had no issues with it for two years. My tank is from my local gas company.
I know there are several threads in the planted aquarium sub forum that discuss injection. I use a DIY micro misting system which works well for me.
There are more than a few systems which planted tank forks use or experiment with. Do some thread reading and get a feel for it.
Regards,
Jay
