NO.
If by bamboo, you mean the plant they are selling in big box stores as "lucky Bamboo" "Bamboo" etc. it is not Bamboo, it is called Dracnea (sp). It IS NOT an aquatic plant. If you plant it submerged it will rot and die in a short while.
Dracnea is a low light plant that likes to have it's feet wet, but needs to have its leaves above the water.
