I would do 20% weekly water changes with the bio load you have as far as water changes go and for the sand, there is no way I have used that does not give you a sand storm when adding, but it will go away in a few days and will not harm the fish at all. You can def. use the vacuum to clean the sand, I use mine and have no issues. I usually vac. the sand once a month and only clean the top 1" not all the way to the glass to make sure the beneficial bacteria are untouched.
