it depends on the betta, some are not aggressive to other fish, but there are some bad apples that are.
in the wild, bettas live basically in puddles, they aren't meant for large areas. puddles in rice fields are a favorite habitat. they normally aren't mean, just living in those circumstances makes them hostile to other males, for breeding territory and the like. best left alone, but they can function in small tanks... i've never had one happy in a large tank, and the people who seem to have them "happy" in larger tanks all seem to make the remark that they like hiding in rocks and plants.
that's because they don't really like the open areas, so are more well suited to a small tank/bowl under 2 gallons, really about a gallon is fine. most breeders keep them in mason jars and they live happily there, because they like small areas.
