Getting rid of the Rainbow Shark would be a good idea. In my experiance they only seem to get meaner with age.
If you wanted to keep the pictus cat, I would consider adding more. They do best in groups. They will not mix well with neon tetra's however.
Would probably be a good idea to get the Betta out of there. They aren't used to being in large aquariums and could easily get picked on by your other fish.
Goldfish get large and are very messy. Tempature and diet also make them tricky to mix with tropical (warm water) fish. I would probably consider removing these guys as well.
Bala Sharks are cool looking, but the fact is they get huge and as you already know, should be kept in a group. I've seen bala sharks that were over 10 inches, and when you have more than one of them... well a 55g simply won't be large enough. They're also known for jumping out of fish tanks!
A 55 would be large enough to house two pairs of Angels, and they should likely get along alright with the Neons, though a taller bodied tetra would be a safer bet. Add the neons first and the angels last. When trying to get a pair to form with the angels it's usually best to get a group of six or more juveniles and let them pair off on their own. Remove the non-paired fish afterwards or they will get picked on.
Pleco's should mix fine in this sort of setup, but avoid the really large ones. Bristlenose pleco's stay smaller than the common types and are excellent algae eaters. There are many other cool pleco's out there that would work as well, but remember that not all pleco's are good algae eaters, and some are actually quite predetory!
