Few questions about my soon to be refugeum setup

Hey everyone, I built a fish tank stand, in hopes of being able to save a bit of money constructing my new setup. It's a 30 gallon long tank, pretty much brand new. Anyway, I have a 10 gallon that's going to be behind it on a stand the same level as the top of the tank. The picture below Shows the two tanks, the 30 gallon, and the 10 gal. The yellow hose is the siphon, the red square is where I would like to put the pump incase the siphon stops, and the brown line is the water return. Would something like this work in the case of a power outage?

A syphon is not going to work here. There must be a height difference between the two water levels. The greater the distance the more the flow.

Is this a fresh water tank? If it is, Why would you need a refugeum?

Because so far, with the stand and supplies I've spent a total of $14.50, and with refugeums the water is just so clear...
