What kind of filter do you have?
How old is it?
What kind of noises does it make?
Is the impeller facing the correct way?
When you cleaned the filter out did you wipe away any oil or lube?
Try filling your tank like 99% full so the water is almost touching the filter. (this helps when your trying to prime the filter to get a steady flow)
Also try and find the instructions from the filter box to see if you didn't connect something correctly ect.
Of course I must ask this though.... Is it pluged in?
Answer those questions above and I'm sure someone else or myself can figure something out. If all else fails you just might have to get a new filter.
Freshwater pump quit! 
I have had a 10 gallon freshwater fish tank with three goldfish in it for about 12 months now and have not had any difficulties except for now when I cleaned the tank today; I took out the fish, ornaments, took out the pump and set it aside, scrubbed the sides of the tank then emptied most of the water, scrubbed the ornaments as best I could and replaced the water, etc. and fish then the pump last. I usually only have to pour water through the pump to get it going but it does not want to get going this time. I have filled the tank and hate to keep pouring water in it if there is something else that can be done. ANY and all suggestions are welcome!
