Goo on my Gravel

My boyfriend bought me a fish tank with 3 lovely fish, and 3 silk plants. its a 10 gallon tank with gravel. i have a goo on the bottom. it resembles a jel even though i have yet to stick my hand in and touch it (yuck). He said get a pleco, I was just wondering if the problem is more complex. I have 3 Cichilds, yes i know they aren't recamended for a small tank but i think they're cute. but please, let me know.

Is the tank Cycled?

What color is the goo? Is there an out of the ordinary odor?

Pleco will not do it and a 10 gallon is way too small for him.

What are your water parameters?
