He probably still needs a little more time in recovery. Bettas are labyrinth fish, so when they need more oxygen they stay closer to the surface. He is probably just needing more oxygen while he is healing.

Well I have a 14'' air stone that's always on and a AquaClear 30 (If you've seen my pics)

I also put 2.5 ML of Stress Coat on him since he was at the top of the waterI just put it on him, the next morning he was in the middle swimming normally.

Should I put more stress coat on him?

Could these be steps to a recovery from Dropsy?

No he breathes oxygen from the surface not through his gills like most fish. Its just a common behavior for labyrinth fish to hang out closer to the surface when under stress from diseases.

One of the most disturbing things I had ever heard was the way bettas are shipped over seas. They put the fish in wet newspaper to keep them moist, then ship them. Just doesnt seem right to me to ship fish without water.

I see it as if they are in the pet store alive and in a decent tank that's okay

If I buy them and take them home and give them optiomal conditions it's even better

But I'm sure you've read my other posts about my 55g that I'm waiting to set up.

I want sand for a subtrait and I want to keep plants, like Amazon Swords and other easy low matinence plants along with as many Tigar Barbs as possible (within the 55g limits)

Do those 3 things work together? Tiger Barbs sand and plants?

The tiger barbs should not harm the plants, as far as the sand for substrate you need a good base gravel for the plant roots to recieve nutrients. There are ways to add sand on top of the gravel base for plants. I have no idea how it is done, but someone else here might.
