I'm sorry to hear of your problems.
Angel fish are often the first ones to the "chow line" when it's feeding time. If you are feeding flake food, they will eat as much as they can. Then when water gets taken in, the flakes will expand in their stomachs, sometimes causiing bouyancy problems in their swim blatters. This can easily be remidied by feeding her frozen peas (thaw out and remoive skin and mash the pea).
However, the loss of scales is a far more serious problem.
You say your water parameters are fine, but if you could give us the actual reading, i.e. ammonia, nitrite, nitrate, ph, etc. it might help to offer a course of action.
Are her eyes protruding?
Any signs of physical abuse?
What other fish are in the tank?
This would be helpful. And a picture would be as well.
