royal gramma with issues

Hello all!

I have a 35 gallon FOWLER tank for about a year now. I just removed a flamefish that was getting beat up by the other flamefish (both males) and added a small royal gramma to the tank.

It has been in there for a week now and has some damage to its tail fin, not sure who from, and a slightly puffy eye.

I tested my tank and there isn't anything out of the ordinary. pH = 8.4, Ammonia =0.035, Nitrite = 0.05, Nitrate = 10-15, Alk = 3.5. I read that puffy eyes can be due to water quality so I also did a 15% water change.

I really don't want to lose any fish (1yr and no deaths!!!) any advice?????
