It takes some time for a skimmer to break in so it may be a couple weeks before you see a good froath going into the collection cup. As for the water, I suggest you do not use tap water but use RO/DI water exclusively. See the link I attached for a full explanation of why.
I also recommend you use a refractometer for your salinity, they are much more accurate than a hrdrometer and not affected by build ups keeping the arm from reading accuratly, however you can use vinegar in you hydrometer to clean it and and get the most accurate reading possible, also temps will change your reading regardless of using either.
