You have to be careful when ordering from some places like liveaquaria or marinedepot. They generally put up a pic and that is what it is, they dont sell frags and tend to be very high for simple zoas. E-bay is a good place to get smaller frags that are more rare, but you also have to be careful who the person is. The last couple of e-bay perchases I made on e-bay I did not recieve the correct zoa or palys, and the ones that were right were not the same color as the pic. They have a tendency to photoshop the heck out of there coral pics. There a few reputable e-bayers out there, but not many.
Youe best bet would be to hook up with a coral club in your area. You can buy cheap frags of alot of good corals. Alot of members will trade as well, or sell them to you cheap.
Most of the zoa-palys I have collected has been through coral shows or buying in a group buy from an online site. Group buying is great, everyone splits up the shipping costs so you dont have to pay the general 50.00 shipping fee yourself.
There are some great websites out there that sell very colorful frags, of course the more colorful the coral the higher the price.
